Bill has a Master of Business Administration in Global Leadership from the University of Fredericton and a member of the Golden Key International Honour Society, a Master of Business Administration in General Management from Plymouth State University and was awarded the University highest academic award at a graduate level (Delta Mu Delta International Honor Society in Business for Academic Excellence), a Bachelor of Science in General Business from The University of the State of New York (Regents College), a Bachelor of Arts in Finance from Edinburgh Napier University, a Post-Graduate Certificate in Real Property Valuation from The University of British Columbia, a Diploma in Property Appraisal and Assessment from St. Lawrence College, and a Certificate in Real Property Assessment from The University of British Columbia. Bill designations includes; AACI, P. App from the Appraisal Institute of Canada, MIMA from the Institute of Municipal Assessors, and SMA and FMA from the Builders Owners and Management Institute.

Bill has over 16 years in valuation experience with UCS Pigeon-Roy and The Municipal Property Assessment Corporation (MPAC) encompassing a wide range of assignments including with UCS Pigeon-Roy; Reserve Fund Studies, Insurance, Residential and Commercial Appraisals. With the Municipal Property Assessment Corporation; re-evaluating property values as a result of Request for Reconsideration, representing MPAC before the Assessment Review Board, including preparation and presentation of evidence and submissions, and conducting industry standard sales ratio studies and review and finalizes values for release of new valuation base year.
